This is a clipping of the service report from Brigadier General W. H. Anthony in response to political tensions rising in Goldsboro over a "incendiary circular" that was circulated to the black residents, calling on them to assemble at the courthouse for a meeting on migrating to Arkansas. This caused anger and tension amongst the white community.
