Jeannie Noble was born in Williamson, West Virginia but moved to Clayton, North Carolina at the age of six. She graduated from East Carolina University in 1983 with her degree in education. After graduation, Noble worked as a teacher, including spending time as a special education teacher at the North Carolina Teacher Academy.
