Charlotte Purifoy Whitford was raised on a tobacco farm in Craven County, North Carolina and she graduated from New Bern High School. She enrolled at East Carolina Teachers College in 1957 and graduated in 1961 with a degree in home economics. Ms. Whitford later became a library employee at Craven Community College.
